    As far as I understand, you wrote this question without finding the link to download the HOSTS Secure, which is described here. It seems that the HOSTS Secure authors have stopped developing it. I recommend using the programs listed on the winhelp2002.mvps.org/hosts.htm, such as Hosts File Editor and HostsMan.
