video driver crashes, the screen ripples, non-removable programs

Hi, I need a help. The problem with the video card driver. I use ATI.  Dazzled screen, blue screen crashes with errors… It works only with the vga driver.  Tried to install the latest version video drivers – blue screen with a message that the driver reset attempt failed.

Also some programs won`t uninstall.
