The popup is a scam. Looks like you picked up some adware or malware. Use the following solution:
- Open Control Panel, next Uninstall a program. Scroll through all list and uninstall all unused and unknown programs.
- Use the free malware and adware removers such as the AdwCleaner, JRT, Kaspersky Virus Removal Tool and Malwarebytes Anti-malware Free
- Run Chrome Cleanup Tool and reset Chrome’s settings to default
