To delete the b.partnerfinish.men you need to reset the Internet Explorer to the state, which was when the Windows was installed on your system.

Remove unwanted Scheduled Tasks

If the unwanted b.partnerfinish.men page opens automatically on Windows startup or at equal time intervals, then you need to check the Task Scheduler Library and remove all the tasks that have been created by ‘ad-supported’ program.
